HUELVA, May 1. (EUROPA PRESS) –

The waiting list of patients in the province of Huelva pending late surgery has decreased by 14.5% “after just two and a half months” of application of the new Health Guarantee Plan, which was launched last February 12, according to the data provided to Europa Press from the Junta de Andalucía.

Thus, according to these data, as of April 22, in Huelva there were 5,928 patients outside the decree, 1,005 less compared to December 31, 2023, when there were 6,933.

Regarding patients who are within the response time guarantee decrees, the data indicates that the list has also decreased by 315 people – from 11,652 in December to 11,337 currently -, while the average delay for an intervention has decreased in 13 days.

For its part, with respect to specialty consultations, the waiting list of late patients – over 60 days late – pending their first appointment with the specialist has been reduced by 3.4%, specifically in 1,484 people – from 43,346 in December to 41,862 currently -. Along these same lines, the total volume of patients with a current guarantee has also decreased in this period by 616 – from 68,036 to 67,420 -.

The Health Guarantee Plan is a program promoted by the Board that aims to reduce during this year “by 60%” the number of patients in Andalusia pending surgical intervention within the guaranteed procedures – 90, 120 and 180 days — who are out of time, as well as “18% of the entire surgical waiting list.”

Its development is based on three “fundamental” pillars, which are “the reorganization of the activity of public hospitals, an increase in overtime for professionals from the Andalusian Health Service and external referrals through concerts.” In Huelva, this plan contemplates an investment of 34.6 million euros, of the 283.3 million budgeted at the Andalusian level.

Precisely last March, the Ministry put out to tender the contracting of the complementary health care service for surgical procedures for users of the Andalusian Health Service of the province in health centers and private services in Huelva, through negotiation without advertising based on one of the articles of the Public Sector Contracts Law. The budget presented to the Government Council was more than 13.2 million euros (tender amount), according to the supporting report.

Thus, as indicated by the Ministry, this was one of the contracts that were going to be launched within the Health Guarantee Plan, in this case in Huelva. Likewise, he pointed out that the budget presented was 13.2 million euros and that the estimated value is more than 30.4 million, taking into account that it would be “the sum of the budget for the six-month period, plus the amount of a possible extension of another six months”, as well as “a possible modification of twenty percent and a possible eventual option of ten percent.”

The supporting report stressed that the decree of guarantees arises from the recognition by the Health Administration of the existence of surgical procedures that, “due to their special healthcare characteristics and health necessity, must have adequate healthcare response periods.”
